No. The stat increase per level doesn't work in JMS either.

It is so. Well, I can't get a better screenshot right now, but, this is with the VL set and no total damage on my weapons

1% Total Damage would be 1.01 x .70 (Mirror Image) making it .707 however, using 53794 and its mirrored hit, 37655, you get 37655/53794 = .69998, which is basically 70%

So, it doesn't work.
