it had a list of job IDs and usually when it does that the excluded job is beginner. I guess I missed that on there?

Check the guide again. :p It says it doesn't activate until the 11th.

The Notebook one doesn't, but that IS only available to jobbed characters. I don't get why at all, but yea. They don't want beginners/islanders participating in server battles. Sad

The hat is reward of Collect Pumpkin Pieces Event quest which will be available after the patch, I guess.

Requires date before November 11, 2008 and A New Force Emerging, A Mysterious Letter, and A Strange Development not started
