We shouldn't be expecting over +/-1 stat.

PACs vary by 0-4 clean, giving it at the least a 2 attack range. It is highly reasonable that this could do the same thing.

Yes, but pacs also come from gach which boosts up the rate i.e. weapons can be + or - 7.
A dropped item follows the above rules.

...Except PACs are gach items, and gach items tend to have a greater variation in stats than non-gach items.

Ah, right, my bad. Except we can't be sure, because until PACs, no item came with attk built in that could be randomized other than weapons, so we have to wait and see.
