You shouldn't have to, the pre-req for [Commerci] When the Empress Calls is [Tynerum] Telling on Hilla, which is right before collecting all the etcs in the maze.

Is that the only pre-req for it? Because I've done all the kill quests, and I'm on the first etc collection quest and I still wasn't able to accept the Commerci quest.

It's the only quest pre-req. If you have that quest completed, you'll be able to do the Commerci quest given that the other pre-reqs are fulfilled which are level 140+ and you can't be in a map where you can't teleport out.

Then I'm at a loss as to why it told me I couldn't do it, then. I was in Leafre when I tried to accept the quest, and I most definitely finished the kill quests. I guess I'll play around a bit after the USC is done.
