The problem I have with uu being Lord English is that the universe that is created from "Earth's Universe" is prophetically free of Lord English' terror, the cherubs have to be from the new universe, the one that is free of LE's terror. Thus, Lord English could not exist in the Cherub's universe, at least not in a conventional existential way. For reference, Squiddles universe > Troll Universe >Earth Universe >Cherub universe(?)
