There is nothing anywhere that says when you add a new area to a place is has to be stronger than the first area.
NLC/CWK goes up and down in levels of the monsters.

This is clearly just a poor attempt at making up for kMS's lack of World Tour, so everyone else will most likely get the actual, un-nerfed versions they so crave. Also, no guarantee they'll be so unbelievably nerfed in the official kMS release...if it's ever officially released. Kind of the point of Tespia right, to get feedback on a new area and test it for bugs and such.

Maybe kMS wants all content to be included in the Maple World, so they removed World Tour, and then people complained. So they're doing this.
