I'm pretty sure he's referring to the level readout and the description. The level readout only lists MP Cost, number of targets, and damage.

What makes this important is when you're trying to train somewhere way high above your level and you miss a lot. You can miss on the first 4 and still do damage on the second set of 4.

Just realized that you only need 8 pieces of the 9 pieces of the Tempest Set.
That means I can collect all the pieces except for the weapon and save them for if Kanna is released! exciting!
