Time differences can be annoying for people in different countries/hemispheres with all the DST changes that are never on the same dates for different countries.
I don't really care either way, I'd just open my trusty "What time is it in XXX zone" and compare it to mine either way. Not to mention there isn't that much of a point in knowing when and for how long the server was/has been offline.

Yep. As far as I can tell "Up" or "Down" is really all 90+% of the people care about as long as they can assume the data is current or very nearly so.
Functionality > Frippery.
