While that could easily be the cause, with no actually solid information from anywhere, saying it must be so is a ridiculously baseless claim. Could be right, could be wrong. Arguing that it definitely is (or is not) without having some actual data to back up your claim is just dumb. And doing so on this site will just get you laughed at. If somebody wants to yell "DDOS TOTALLY" they should do it on Basilmarket, those guys will believe anything.
