Nvm, just read the post. Anyway you would pick blade of the ruined king if you needed a little source of mixed damage + lifesteal, or simply if you need to peel some HP tanks away. Also dem active Slow+Speed = sticking to your targets without the expensive frozen hammer (Or the may or may not happen phage)

Information on the Machete released - increases your damage dealt to jungle monsters by a % and also adds bonus true damage to your basic attacks against jungle monsters. It does not have any raw stats.

Apparently it builds into a new tank item. Something like the second one seems more likely than the first.
