There are a few bosses in the latest extractions with blue skin like Demon Slayer/Avenger, so it would appear that he is not alone.

It's not so much about consistency as that it'd be a complete head-scratcher if a non-Resistance member happened to be teach a Resistance character. While the Resistance may have opened up a bit following Vita's fate and the founding of the Alliance, you've to keep in mind that they're still in hiding and it just so happens that Claudine doesn't have anyone to teach.

Unless they've changed it from Tespia, the Demon Avenger creation process is the same as Demon Slayer, but after J finds you, you get to choose between Slayer and Avenger.
So on the technicality that Avenger is the same person as Slayer, Avenger does get an animated intro.
