API for Manual Recommended Items Overrides now works correctly with all champions and also works correctly even if the character changes forms prior to opening the shop for the first time, like Udyr

No, The API is for third parties to develop their own change recommended items feature without being too hackish (Decompile, Recompile, etc) on doing so. Its just a piece of the source code made public so people can work with it without having any trouble of any kind.

The jungle changes also killed him quite heavily, as his sustain isn't necessary anymore, the jungle becoming more favored towards AoE junglers over single-target ones, and not being able to Armor/MR shred Dragon and Baron.

As if they couldn't make AP Teemo shrooms on Dom annoying enough, although it's counteracted by the DFG nerf.
Trundle also has issues with his animations, including some wonky behavior with his W that is apparently getting fixed.

I honestly believed trundle was sleeper op near the end of season 1. With the changes to the jungle, new champs running around and his outdated animations I just don't think he's good anymore. The thing that really hurt me with trundle is the buff to dragon that stopped armor/mr shred, so trundle can't even solo dragon at 6 anymore.

So... what exactly makes him the most balanced? I've always thought of Anivia as quite balanced in her current state, and it's been that way for a while. The difference however is in the usage by the population.
Least changed, I can agree with though.

That is considering if armor its going to stay the same:
