Lux is one of the better champions for this then lets say anivia because Lux has Lichs bane as a core item (I usually get it right after deathcap/sorcerers) and she can shield anything that would tank the turret if no minion wave is present. She can also push minion waves from a great distance and well up close to. I define carrying as being a large influence on the victory of the game. Lux is a great asset for this as she can Push, Burst, Teamfight, Support and Snipe amazingly. The only things she lacks, well the way I build her at least, are tanking and 1vs1ing tanky dps's, but she has excellent survival tools so running away or evading getting hit isn't that difficult.

Lux's damage potential isn't as high as Anivia's, and her CDs aren't so great either, but I'd say Solic has nailed the points home, especially when you consider Anivia to be a black hole for mana.
