I thought it was that they didn't work properly and one had some powers in other forum sections? Something like that.

I thought that they decided to have global mods because local ones can have very different policies for how they treat their posts and then you have things like "Well, that mod doesn't warn for this kind of thing!" If they leave it as global, then everyone is treated the same by every mod.
I may be mistaken, though. :X

It's ridiculous to have a mod see something wrong and not be able to do anything about it. That's the main reason. At this point, Southperry is not big enough to warrant local mods for anything, really.

The king would be larger in hierarchical (?) sense where the army would be bigger in size, yet the king commands the army.
