Sanc is always 999,999. The % means nothing. Battle mages don't heal enough HP for 1000% to be useful. In fact, 1000% is pretty damn weak.
I could have sworn the % was for bosses / mobs with over 1 million HP. Oh well, I always knew Sanc did max damage, but I always thought the % damage was for mobs with 1,000,001 HP or more.
