I abide by the obscenity rule but I don't go and report every little thing that's slightly infractionable. I'm not entirely in agreement with how some of the choices for infraction were made.

The infraction itself is worth 8 points which leads to a temporary ban, or permanent if you have 8 or more active infractions at the point you get it.

So it is not like they banned him for it, they gave him an infraction for it, and the infraction lead to the ban.
