Return to nearest town scrolls work on every one of those, therefore they are towns.
I didn't say they required specific/individual scrolls.

I haven't heard anything against the use of return to nearest scrolls in golden temple. o.o
Last i checked though, you can use nearest scrolls in neo city. Does that make it a town? o.o

I believe this is the case, yeah.
Golden Temple is completely gone (as in, inaccessible to all players) and you can, or could, rather, use Nearest Town scrolls within the minidungeons to return to the main "town"

NLC is coded by Nexon America, and that says enough for itself. It has a town-specific scroll for itself so I fail to see why it doesn't qualify as one.

Amoria is an event area.
- It can only be reached via a special NPC because it doesn't exist physically on any continent or map.

Not until CWK keep came out, several months afterwards. And return scrolls did not work in NLC for several months, possibly not until crimsonwood came out, so by eosians logic, it wasn't a town for almost a year.

I don't see why it is such a big deal. Return scroll works in Time Temple while it doesn't in Malaysia Theme Park, yet we know for sure which is and is not a town. I don't take any stance on Eos' definition for a town, because all this discussion is pointless, I was just pointing out that branding NLC as a non-town for any reason and/or any purpose is ridiculous.

Do you really need to argue this?
Does it matter whether you call it a town or a wombat?
If return to town did not work there, if door did not work there, if there were no scrolls spells or other ways to reach there, it wasn't a town at the time by the game's definition.
Whether it was intended to be a town is irrelevant. It wasn't yet.
