generally it's in terms of how much of what kind of..."content" it has.
Roughly speaking, if more than half of it is h content, then it's a nu**ge-. e**ge- is a more general term, and it can include nu**ge, but it also includes games where h content isn't as prevalent.
basically nu**ge- is defined in order to separate it from other e**ge- because of the bigger negative stigma attached to it.
