Going to clarify this for you. No other instanced bosses give a enrollment message because all the leader has to do is enter. Even if you're in a HT party, you have to click your way in.

After a server check, the 30 people who manage to get on the HT/CHT list are the only ones who are able to enter until the next server check. Furthermore, after the initial run, those people on the list are only able to enter solo? Is this the story?
