You mean 4x/5x to 9x, since you can't train at mobs 20 levels higher than you anymore. I don't think anyone trains at MP3 after level 55 or so pre-BB.

If I am not mistaken, someone said those are the versions of those monsters found in NLC. They were put there to allow Elpam Magnets and all those quests to be completed without the intercontinental voyage. If not, PQ is the usual explanation for oddly nerfed monsters.

No, the monsters in NLC are the level 65 ones.
They may have *meant* to put in the level 40 version of the same mobs, but they didn't.
I've no idea what the level 15s are for. Possibly "fakes" for a summoning event or some such.
