Kajah doesn't generate that much BC, so he's not great on a BB-spam oriented Arena team. Would be a lot better if you were just aiming to kill stuff with regular attacks, but eh.
As for Hogar, yes! Definitely replace Themis with him. He's one of the Arena specialists (low BC cost on a BB that's multiple target, like Farlon/Uda/Ophelia/Lira).
Also Lodin gets so much better once his SBB is unlocked.

People usually save Burst Frogs for levelling from BB/SBB 7/8 to BB/SBB 10 since levelling from 7/8-10 is a pain in the arse with fodder.
Levelling Lodin's BB uses Support Fodder, not Attack Fodder. His SBB uses Attack Fodder though.

Difference between Hogar and the other arena units though is that he's actually useful outside of arena once he gets his 6*. He's pretty much Dilma 2.0 with better stat distribution. 26 Max BC generation makes him pretty dang good for BB spam. 2 hits on his SBB means that if he sparks his hits will hurt like hell and a 20% innate crit bonus is a welcome addition.

I evolved Hogar to 5*. Sacrificed a few items to get Themis to 6* but I can wait for tomorrow to evolve her. He seems alright in the Arena. I miss the healing but I might replace Zephyr with Phee instead to get crystals....maybe. I kinda like a bit of healing so I can survive an attack or two after turn 2. ._."

It seems kind of underwhelming, especially since Zelnite's 6* Batch is supposed to be the next batch release. Also doesn't make any sense to vote for the units from said batch as well.
