Heavily damaged lucario was already "a forced to be reckoned with". That can easily mean any amount of damage from low damage to high, but there's no reason to buff the higher end more. His effectiveness below 100% was kind of lackluster and at some percentages it kind of looked like how strong lucario is supposed to be normally. With how the knockback, hitstun, and combo systems work in this game, lucario would probably need the buff to be able to compete especially if the new systems and new characters/character changes result in him dying earlier. I could see lucario being the sort of character where if you get him to high percentage and don't finish the stock, he's going to bring you to kill % if not kill you. Super Smash Bros.
