Uber-tier isn't limited to legendaries, just saying.
Excadrill and blaziken are both stuck up there for example.
With the right ability nearly any pokémon can make it to uber. Hell i think bibarel was considered for uber-tier before moody was just banned(I think it was banned anyway, can't remember exactly how that ended).

Yeah, blaziken doesn't have the stats or movepool to go into ubers either, but his hidden ability sure as hell moved him up there.
Let's wait and see what abilities and hidden abilities fairies of this gen will get before passing any judgment.

Here's some common sense added into your perspective.

UBERS, DOMINATED BY >DRAGONS, people used to respond with STEEL types, which led to FIRE ATTACKS. Fairy is weak against STEEL and POISON. On that list I showed you, how many REALISTIC attacks are POISON and STEEL. Cleafable maybe put into ubers because of her Magic guard/type advantage.

I THINK WE'RE GOING TO SEE ~5-10% USAGE OF TWO OF THE FAIRIES SHOWN SO FAR (besides Xerneas). THESE FAIRIES HAVE A UNIQUE NICHE OF BEING IMMUNE TO DRAGON WHICH DESERVES THAT USAGE. FORRETRESS, TYRANITAR, EXCADRILL, AND EVEN KABUTOPS ARE AROUND THAT PERCENTAGE.

IF AZUMARILL TURNS OUT TO BE FAIRY THEN THERE'S A LIKELY CHANCE IT'S GOING TO TOBBLE KABUTOPS FROM UBER RAIN TEAMS DUE TO FREE SWITCH IN ON DRAGON ATTACKS AND IT'S MASSIVE ATTACK.

GARDEVOIR MIGHT BE ALRIGHT TO SWITCH INTO DRAGONS LOCKED INTO OUTRAGE, BUT SHE'S QUITE OUTCLASSED AS A SUPPORT, SO I EXPECT ~1 OR ~2% USAGE DUE TO PEOPLE WITH FETISHES.

CLEFABLE WILL BE FORCED TO UNDERGO A SUPPORT BUILD, BUT IT MIGHT BE EVEN BETTER THAN FORRETRESS DESPITE THE LACK OF RAPID SPIN. STEALTH ROCK/ENCORE/PROTECT/WISH/SOFTBOILED/HEALBELL/RANDOM ICE BEAMS? YES PLS.

Eh Xerneas will be Ubers, Azumarill will be OU or UU, Clefable i don't think is going to get above RU, maybe UU at most because of his typing but they can still have their little niches in ubers. Can't wait for PO or showdown to update to try out the new stuff Biggrin
