I think the usefulness hierarchy goes like Cooldown reduction > Damage > Lower MP. Or at least that's how it works for Priest skills, especially Lightning Relic and the healing skills. Some skills don't have a cooldown reduction option, so you go for damage.

Cooldown should take priority over anything for skill crests unless the skill is less than 10 sec. I picked up a high grade epic twin shot damage for only 38 gold.

some stuff can only be gotten in higher difficulties, but master should cover almost antything you need.

Anytime Mike. It was taking up a lot of my inventory. We would think the drop rare for crests would improve as the difficulty increases, but I think it's random. Just do hard or master.

Some dungeons have two bosses instead of one on Abyss. This generally only applies to small bosses like Trevorias from Silent Cloister Main Hall.
