I only had 135 when I got it. (I'd spent 25 on the ring.) So no, it counts what you've earned, not what you have.

Does the stamp say its from homecoming event? I'm sure I got over 100 coins but I only have stamps from "Bowman Revamp Event" and "[Charity :Water] Water from Droplets."

It's labeled as the "water from droplets", but I've never completed that quest, and it popped up the instant my coins hit 160.

Exactly how d'you tell which events get stamps (and what the completion conditions of each are) anyway?

Open the event list ui, the events that gives stamps have a gift box icon, if you hover over it, it tells you the requirements.

Quests give double the coins on weekends.
