No nebulites on any characters that I've tried so far.
However apparently we get a chance each day for a week.
Edit: Yup, 0 in 12. Pretty much as expected from Nexon.

So I tried it on the 10 characters on my main account...
- 9: "sorry try again tomorrow"
- 1: "sorry your inventory's full, empty a slot and try again tomorrow" -> which turned out to be wrong, relogging gave the message again. No reward. Picked up the item I dropped.
