Pretty much any KMS native mob thats lv90+ has mastery books. Which is quite nice...too bad most people insist on staying in world tour areas to train.
Bains in the Armory at Showa are an exception to this.

judging from screen shots and personal experience, I would say that this thread is pretty much correct in terms of skill book drops
