Won again on a different account, so I can confirm that it isn't a single batch right off the bat, and that you could still win till the next patch. As a side note, when I finished the quest this time, I received a 2x exp permit that "says" it lasts an hour and can be used at any time. No idea if it's lying like the other one though.
EDIT: Yup, that one lied too; only lasted half an hour.
