No, NXJoeW stated that it was only in the ToS to stop little kids from giving their account info to random strangers. Which is still the main reason people get their accounts 'hacked'

Hacking / Vaccing / Duping / 2x EXP cards / Powerlvling services / Meso Buying / Gachapon / iTCG items / Bigfoot glitching / etc, etc....
It's all the same...
It made Maple to what it is today... a total failure game of lowlife's who are proud to gain a high lvl (180+ at LEAST, otherwise you're a lolnub) so they have "accomplished" something in their life because they're "more" then others in a 2D mmorpg :')...
Nothing more, Nothing less...
Nexon really has destroyed this game... But we know that for many, many years now... The only question is, where will it lead to... someday...
So, w/e I can't bother myself anymore about anyone's lvl or how he or she gets there, it's one big crap pomegranate anyway... and Nexon always wins...
