If the person with the guide dog were sitting in a porch or open air seat I would be fine with that. I just wouldn't want the dog in the restaurant building itself. It spreads allergens and dog hair (depending on breed - don't think it was specified in the story). My concern wouldn't be about the guide dog barking. When guide dogs are at work, they only bark to alert the blind person of something important. If it's important enough for that dog to bark, I think it's important enough for me to know about anyway.
On the subject of allergens, I am deathly allergic to peanuts and I can be sent to the hospital even if I smell them. They should make it so peanuts are only allowed outside too, then. It is a very common (and deadly) allergy, afterall, much worse than any allergy to dogs.

In the last job I worked here on campus, I worked with a guy who had the same allergies. The secretary brought in some Planter's Almonds, and he sat down at her desk to cover for her while she went to lunch. He caught one wiff of those things, and we were wheeling him down the hall to the ER because his throat closed up. Sucky allergies suck. D:
