On the contrary, there is a huge change in this picture. Despite your blatant dismissal of the hair and mustache as minor changes, they add a level of manliness to her character that has yet to be equaled in any other moment of the show. There is a clear difference between the shorter haired, mustached, block-faced individual in this picture, and the smiling_meg.jpg image I've shown on the first page.
If anything, this only proves the idea that Meg is an interesting character. Not only does she have that darker side to her personality, but on one occasion, she has also become the most manly character in the family. Would you degrade the manliest person in your family? I think not.

The segments of her being attractive and then deemed not so attractive just reinforces the importance of perspective.
Beauty is subjective and while not unattractive beyond redemption, meg acts in a way that reinforces the standard norm of recognizing her as ugly.
She now believes that she is ugly and acts accordingly to that belief. This makes her "ugly" in the minds of some viewers when combined with her less than attractive physical features.
Since beauty is subjective, whether you think she is ugly or not has no influence on my own beliefs in this matter. It does not matter if you search google images for "ugly" and the results differ dramatically from Meg griffin, for subjectivity depends on the subject.
