Already in KMS, you take a picture of some tigers that spawn in towns/maps then wait half an hour and you can get either a shoulder equip (expires) or a buff.

Nope. The only thing Nexon Korea said was to be released on the 18th was Dual Blade. My bet is that more rebalances will come in the next couple of months following the release of Dual Blade.

Weird. Maybe they forgot to update the site, or are slow on doing it today. lol According to Spadow, though, the patch is on the 18th (which is today in Korea).

Yeah... But if I see a video of a Viper actually TRAINING with the new skill updates, it might change my mind, since we theoretically have 100% invulnerability while training.
