There are some very inconsistent PoT drop rate reports in this thread.
Converting to drops per hour at 1x:
Stereo: 3 per 2 hrs @ 1x -> 1.5/hr 13x Paladin/OB2-4
FluffyFoxie: 16 per 4 hrs @ 2x -> 2/hr 15x MM/OB2
TomasLuther: 10 per 30 min @ 4x -> 5/hr 17x Hero/OB4
HeroSTRatos: 0 per 4 hr @ 2x -> 0/hr 18x Hero/??
Bribery: typ. 2.5 per 4 hr @ 2x -> 0.3/hr 15x Corsair/OB4
Me: 0 per lotsa hours at memory maps 15x AM/M1-4
What's going on here?
1- Some downplay how good it is to keep it to themselves (eg Hero)
2- Some can kill 16 x faster than others in same map ( oh really? )
3- Obliv maps probably much better drop rates than Mem maps
4- Some have been very lucky/unlucky for extensive periods of time
5- Drop rates differ for different characters (like for the people who could get a Maple shield every couple hours during the anniversary event).
So whether Farming PoT is better than leeching depends on many things.
Best to try it out yourself to find out, I suppose.

Yeah, this is completely UNTRUE. I'm going to have to agree with MissingLink here. Either people are just flat out lying about their drop rates on pieces of time, they got REALLY lucky, or they just plain can't count. Whatever the case is, there are MASSIVE inconsistancies with the drop rates reported in this thread. I spent 4 hours at Chief Oblivion Guards both for training and a double drop card. I ended up with TWO pieces of time and not a single scroll or equip. You either got extremely lucky, or used family 2x drop on top of card drop, because I've NEVER heard of anyone pulling that many pieces of time in four hours. That's four per hour, one almost every twenty minutes. You're the very first I've ever heard say they've gotten this many in just four hours. And the Chief Guards are the only thing in the Time Temple that drop them at a decent rate, and you weren't even there, you were at monk trainees. And that's not been true for just me. My entire buddy list/guild has gone to guards COUNTLESS times only to be shot down with 1-2 pieces in a few hours. So the statement "You're bound to get ___" in the Temple certainly does NOT hold true for everyone. People just get REALLY effing lucky, as it appears you did.
I'm not saying I don't believe you, although that pill IS a little hard to swallow, it's just that I've spent many many many hours in the Time Temple at Oblivion Guards on double drop, and quadruple drop, coming up damn near empty handed every time. Congrats to you if you really pulled that many pieces in four hours, because I do believe you are the first. >_>

oh yeah, I forgot about fam double. I was partied on a map with DanmakuRain (Dusk) and we traded fam 2x drop, and also used personal 2x. So, I had 1.5 hrs of 4x, and 2.5 hrs of 2x total.

The drop rate for things in Maple doesnt make sense. I've had friends find a dozen drops in 4 hours while I've got nothing, and we have been partying in the same map. Also some people seem to be inherently "lucky" and always find more drops than others for the same time spent.

I highly doubt that different drop rates for different Characters exist, but i believe that different drop rates for different Monster in TT exist.
lower lvl Monster = lower PoT Drop rate.
When i farmed there for 2 hrs i got 10 Pieces with 4x drop all time.
But my friends got only 3-4 in the same map, so yea its just LUCK

I've gotten (and gotten yelled at by friends for getting) 23 in a 3 hour period (2x). A lv 200 I/L AM I know claims 21 in 4hrs of single.

If you unwind that back to 6+5 = 11 hours of 1x, 16 is about the same as what I get there (1.5/hr). So I don't think it's too unreasonable. I guess there's a difference in kill rate when you share the map, but I'm not sure how that affects Marksmen.
MasPan is killing them over 2x faster than I can, (385% x 4.2 x .72 mastery x 700 str < 500% x 5 x.86 mastery x 900 str) and is getting a little more than twice what I do - 23 in 3 hrs is just over twice what I find.
I really can't recall every detail but I've spent around 2.5 levels at ToT (due to 2x, 6hr @ OB2 and 5 @ OB4), and got 15 or 16 PoT. 40 minutes per drop was pretty constant at OB4. I'm on my laptop and it doesn't exactly have potion keys so I can't do more tests atm.
In the same period I found ~3 equips and 1 skillbook, not enough to affect costs. (I forget the equips, 2 got NPC'd the other is a Dark Katinas)

It might have something to do with you being a 13x marksman at O4, vs me being a 15x marksman at O2.

These things are hardly worth farming in Kradia anymore. They went from 10mil to 5.9mil over the weekend. Sigh. And still no one is buying them.
