Even if someone had 3 level 70 on 3 different servers, that is still 7 world he can go and do this "task" Anyways i'm a lot less interested by this with that not in your world thing, it makes lots of sense for sure, but I don't think i'll spend massive time running around just to flag people. Then again, if you have one on every world on one account...you get to be cool and pick.
