+10 is the limit on Purple/Pink/Epic/Chronicle items before they start breaking. If you were to go for +11 there's a chance you can lose the item. So yes, gaining a +13 isn't easy at all.

For Blues I believe that happens after +7.

I'm no expert with eles but seeing as how you're only level 20 (at least according to the link) it's pretty hard to have majorly screwed up. The only thing I see that looks out of place to me is mana shield but that's just because I never use it on mine. I believe Felix had a dark/light ele for a bit, which is what yours looks like it is, so I'm sure he would be able to help you out more than I could.

Area wise that's Empyrean, or Ghent. It's essentially the place where the Gunner class is from. That mini-mecha is wt'f. Practically makes the whole dungeon painless it seems.
