I don't recall it being in any patch notes either, but it's been in the "events" window in-game since the first RED patch.
Go Go Mesorangers Event Issues - Thorr - 2014-01-15
This is no different than RLHS - we already have the data; it just needs to be activated. The servers have the data, too, and it will simply activate starting today. During the -maintenance- tomorrow, they will deactivate it on the servers. It doesn't need to be 'patched in'.
It's not in the last patch notes because it was supposed to be in the Beast Tamer patch notes.

Hm... can't seem to find anyone to do the event with, but thats probably just bad timing and because Nova is smaller.
