I only have a 3%all line somewhere I think. My Xenon is rather poorly equipped in fact, but has enough damage to hit 50k. Most of my damage comes from raw stats and only one or two potentials. One of the times when I'm actually grateful I'm poor =.= But again this is one of those times when raw stats (even if unpotentialable) is so awesome.

Why not buff duration. I find that to be essential for keeping the uptime of ooparts

Because I don't use OOPArts often enough (and I don't have the books for it... yet). I find it highly specific for bossing only, and losing 20% all for the cumulative %DMG is bad unless I use Amarath because the subsequent downtime trying to regain 20 Energy points is too detrimental for my DPS (and screws up rebuffing).

Ah i see, once you get geared enough where you dodge like crazy your supply fills up so fast, but I guess at lower amounts it really isn't that useful. I wish we had the old Inner abilities back =(
