I think what he means is that Mikhail had a new image made for his release, and this one is the old picture of Irena.

But then again, Mikhail's image was probably changed to include the Soul Shield. Irena may not have any character design changes, so it's reasonable that they didn't have to change her image.

Why not? Mikhail's already out. I don't see them releasing one of Oz/Irena/Eckhart/Hawkeye within just one week. I'd rather they release more content as opposed to more meaningless classes.

Well, Irena being next seems to make sense. It seems that in terms of ranking, Mihile > Irena > Eckhart > Oz > Hawkeye. (Hawkeye is outright said to be the newest member, and Oz and Hawkeye don't even show up for the Alliance conference.)
