..Not quite.
A person that hacks is a person that ends up making the security-system better... That's more like a uh, Script Kiddie.. they're just doing it to obtain info and gain recognition.. But uh, no, he can't make himself a GM, since he's just obtaining the information of the game, and then he has to extract all of the data, I would assume. That's how people makes p-servers. But not everyone is a smartass or brave enough to 'hack' anything belonged to a huge corporation such as Nexon. You can go to jail, as well as getting fined hundreds thousands of dollars.
