Its even happening in my parent's home prefecture as well (Guangzhou). I know this because Dongguan is just southeast of Guangzhou City proper..
I thought the people living in the major cities in Guangzhou prefecture had at LEAST a bit of money.. Also, they already broke the rule of 'Only having one kid per family'; therefore I see them getting either more jail time, or even the death sentence..
