How does the loyal dragon wings event work? Do you have to be at level 24 and clear 3 dungeons per day every day? Is level 24 hard to get to?

I can't get it to start
. Error -44: Cannot find game info...I have it installed to my Nexon folder yet it can't seem to find the files. The "Play" circle button thing doesn't want to work for me either. I have to click the top-right Play button.
