The NPC creation has been (semi) broken for a long time, maybe a year now.

I remember when they fixed it to where only the top 10 per class per server were able to "clone" themselves.
BB Broke it for some reason though, dunno why.

I couldn't remember.When the first couple of level 200s transferred to Bellocan is when we started having problems, I just assumed that was when world transfers came out.
