I find it fustrating how Nexon can make one weapon better than another through a glitch which may or may not ever be patched. When people say 8 DMG% differences per speed and stuff like that I'm just not sure where the 8% comes from, is this based on a DPM scale?

It's based on the definitions of the speeds. A normal weapon can do about 8% more attacks per minute than a slow weapon.
