If by that you mean singing very quietly and without EMOTION, then no there aren't any penalties. There are no penalties, other than not submitting a cover at all in which case you would be a loser.
However, it is no fun if you have to limit yourself because of other people around you. I know exactly how you're thinking, because I would never let my dad or sister catch me singing songs off of Sonic Adventure 2. I had to wait for them to leave!
Part of why I plan on letting this run along for a good two or three weeks is so people can find the time to actually sing, rather than whispering a song because their parents are in the other room. You can do it, bro.
