I'm pretty sure this was for a program.. But that program dissapeared shortly after XP's release, I guess the files didn't.
It also sounds like they meshed together a bunch of sounds that used to be separate.

lol, lemme shed some light into this matter. Apparently, this file's been going around since Windows ME, and left unused. The music is a mash-up between jazz, rock, latin pop and some other stuff I can't recall now. There was some old page from geocities or somewhat that explained this but I can't seem to find it now.
