I tested it and gained a lot more exp (1~2m more) with the spirit pendant. But this medal is different. Medals hardly affect your stats at all because the best one (quest specialist) is 3 to all stats. 3 INT is only a negligible amount more than 3 matk, and the medal lasts for 2 months. 2 months of free exp.
That 1 extra matk, even if permanent, isn't going to do much. It's like chairs having no function in the game.
Still, the permanent one IS tempting...I mean, it is permanent...and 10% doesn't seem like THAT much...
I'm also factoring in I'm not going to bother getting the Quest Specialist medal.

You have to consider the possibility that hourglasses might come out within 60 days, so you can get 1.1x exp all the time.
