The U.S. does have 57 divisions at least. 50 states+Guam, American Samoa, the US Virgin Islands, Puerto Rico, and the Northern Mariana Islands is just a few of the many territories it has. But I'm sure Obama was just talking about seats in the Senate. Here's some info

China and the US are two vastly different economies, comparing the two isn't useful for anything.
On a similar note, the US doesn't artificially keep the USD at a certain value to promote growth, like China does.
