Chaotic neutral would be more akin to the phrase "random" in that you really don't have an agenda or a set routine.
Chaotic evil would be closer to the above and including that you do stuff that is against your social areas moral code.

So running awkward, yet essentially harmless (not necessarily legal) pranks is chaotic neutral. ( Setting up a trail of tomato soup from the women's changing room to the bathroom for example)
While doing dangerous pranks for the hell of it would be chaotic evil. (Lighting your friends' hair on fire)
