Yes, Keiji Inafune states this in various interviews. In fact, after MMX5 he began work on the Zero series and someone else directed the later games, hence why they where so terrible.

He also says (To my disappointment) that the whole, Zero going crazy and killing all the classic megaman cast theory is incorrect.

MMX8 wasn't that bad. They refined the Operator system so that they're actually useful. Unfortunately, they included Axel which DOES make it that bad.

Seriously, those games were the best. The action was never boring, the weapons diverse, though if you wanted a challenge, DON'T get the shining laser.
The characters felt more real, and the humor was good, not to mention the story started out silly in ML1 and got so much better in 2. ML2 was also probably THE graphically most powerful game that didn't have fmv's. (*cough*finalfantasy*cough*)

ML3 should be the next in the games they make. And not made by a crappy other company, but by Capcom itself. Legends rocked. They just need to bring it back without screwing up the story, giving us new weapons and things to find/do, and without giving us tedious little level-up crap. That is all. Thank you.
