Yeah, but it can easily be bypassed, so either way the abuse/consequences for abuse would occur. I mean, if some persistent douche really felt like it, they could get a Cleric to Priest in one week in a server they're unfamiliar with, apply to become a Mentor, and wreak havoc in the server they've made enemies in.

All you can do is a more sophisticated report, so I fail to see how abuse could happen. Esp considering you have to provide proof anyway.

Really, they have to have proof anyway (says so directly in the post), and, at the same time, it would be better to have them in their own server, because many people watch/stalk the known hackers/botters, giving them an easier job on themselves too. If it was your own server, it would be a win-win.

Also, if you were a guide, having a lot of friends would really pay off. If anyone were ever to see a hacker, they could just tell you, you fly to the hacker, and BAM, flagged. If only it was the same server though....

Hopefully they'll do IP checks on all applicants to cut down on the amount of abuse when it comes to people trying to get around the rule of you aren't allowed to be a guide in your own server.

I think it's a good rule - cut back on people having grudges

Again - all you have at your disposal is a high-priority report that has to be backed up with evidence. There is no way it can be abused against other players. Limiting by server only limits the usefulness of these.

People are more familiar with previous hackers in their own servers, and have more incentive to root out hackers if it cleans the server they play in. I for one have a small list of names that I would immediately check out (major hackers that have been open and obvious for months and are still on-ranks).
